Why do I have no hot water?

Possible causes include the electrical supply, thermostat, element, controls or other system issues. The symptom should be diagnosed before parts are replaced.

Is water dripping from a geyser valve always a failed geyser?

No. The discharge point, timing and operating conditions matter. Valves and pressure-control components can discharge or fail independently of the cylinder.

Should old valves be replaced when a geyser is replaced?

The surrounding components should be inspected and the quotation should state what will remain and what will be replaced. A cylinder replacement does not automatically mean every connected component needs replacement, but deteriorated or unsuitable components should not be ignored.
